Since 2002, he has been the founder of the Center for Social and Legal Studies (CSLS), a structure that became the basis of the Chronos Institute for Social Research. CSLS is an expert analytical structure that accompanied the process of liberal reforms in Ukraine and work with international, especially European, programs. He managed the Center's legal programs, which were focused on the organization's priorities: modernization of electoral legislation, transparency of the election process, transformation of mechanisms of political participation, development of local budgets, etc.
He is the organizer and trainer of numerous training and education programs for precinct and regional election commissions coordinated by the Central Election Commission and the OSCE representation in Ukraine.
Consultant of regional authorities and local government on electoral legislation and legislation in the field of local self-government. He was an adviser to the Chernivtsi mayor on legal issues.
